1883-12-15 | at Horsham magistrates' court: OBSTRUCTING THE FOOPAATH. [sic] FREDERICK CHARMAN, CHARLES MASTERS, HENRY PALMER, RICHARD BOURN, WILLIAM UPFIELD, and WALTER BURRAGE, respectably dressed young men, were summoned for obstructing the footpath in the Carfax, Horsham, on Sunday evening.—M. A.C. Coole for Charman.—P.C. Hooker stated that on Sunday evening, he saw the three first-named defendants standing on the pavement opposite the King's Head Hotel, about five minutes. They caused several passengers to pass off the pavement into the road.—Cross-examined: He did not ask them to move on.—P.C. Rowell corroborated.—Mr. Coole contended that there was no offence. Defendant did not refuse to move, because he was not requested to by the constable, and was not spoken to until asked his name. Defendant met his friends and remained talking for not more than five minutes.—Superintendent Henderson said he had had several complaints from ladies about the footpath being obstructed on Sunday evenings, and for the past eighteen months had constables placed at this particular spot to prevent the obstruction.—The Bench dismissed the case, but cautioned defendants that if they were brought there again they would be punished. |
